Apple has been making it very difficult to download & reinstall macOS recently. For best results connect the laptop directly to the router using an Ethernet cable to eliminate any possible WiFi issues.
Then I choose the second option to install OS X. At the very beginning of the installation I receive a popup. Can't download the additional components needed to install Mac OS X. So I connect to WiFi and try again. This time I get: The additional components needed to install Mac OS X can't be found. Anyone knows how to fix this? After formatting the drive and starting the install i get a timer stating its going to take -2,393,938,938 and 8 minutes. After about 2mins it pops up saying Can’t download the additional components needed to install Mac OS-X. I have tried it with a standard mechanical HDD as well as the SSD. Reboot the Mac and hold down the Command+R keys until you see the loading screen to signify you.

It is possible the hard drive on your laptop could be starting to fail. Installing an OS is very stressful and perhaps it was unable to download a critical component to the drive. To check the health of the hard drive run DriveDX. If the drive shows as healthy, then post the report here using the 'Additional Text' icon which looks like a piece of paper.
FYI, using Command + Option + Shift + R should boot to the oldest compatible version of macOS still available from Apple.
